2 Chinese nationals arrested for drunk driving, resisting authorities in Manila

Two Chinese nationals were arrested on Monday before dawn, August 26, after they were caught speeding through a checkpoint in Binondo, Manila.

Suspects were identified as Cai Fang Bin and Man-Man Chen. They arrested by MPD Station 11 officers at a checkpoint along C.M. Recto Avenue corner Sanchez Street in Binondo at around 2:20 am.

In a report to the Office of the Mayor, MPD Station 11 commander Police Lt. Col. Noel Aliño said Cai Fang Bin was drunk while driving, while his companion, Man-Man Chen, “disrespected” and resisted arresting officers.

“Mabilis po magpatakbo at paso na ang registration ng sasakyan niya. Wala rin po siyang drivers license at under influence pa po ng alak,” Aliño said.

“To the rescue naman po ‘yung isa at nambubully pa po sa aming mga pulis. Inaresto po namin para malaman nila na bawal na po ang pasaway at hindi sumusunod sa batas sa Maynila,” he added.

Cai will be charged for violation of Section 56 (d, e and f) of Republic Act 4136, or An Act to Compile the Laws Relative to Land Transportation and Traffic Rules, to Create a Land Transportation Commission and for other Purposes.

Man-Man, on the other hand, will be charged with Article 151 of the Revised Penal Code, or resistance and disobedience to a person in authority or the agents of such person, as well as interfering with police duties.
